The STEECO is entrusted with the overall guidance of CORE, including but not limited to all decisions and the surveillance regarding any kind of joint activity and project developed and promoted in the CORE framework by the districts and their clubs. The EXECO is made up of the District Governors and the SEC. The EXECO in principle meets by video-conference at least once per quarter. The EXECO is entrusted with the implementation of the decisions of the STEECO as well as the setting of the agenda of the STEECO-meetings. The SEC, the secretaries’ office, consists of one representative for each country. The appointment is   decided by mutual agreement by the District Governors of the districts of each country. The mandate of a secretary lasts three years and may be renewed once. The members of the SEC in principle stay in constant contact and normally meet by video-conference once a month. Tasks of the SEC are the day-by-day management of CORE, the liaison-work between the members of the STEECO and the EXECO, the preparation and the drafting of the minutes of their meetings and any other CORE-meetings.
